India's B-Ready Report — November 2026
Since 2002, the World Bank Group (WBG) has been tracking countries’ business environments through its Doing Business Report. After its discontinuation in 2019, the WBG formulated the B-Ready Assessment, a framework to assess the business and investment climate of 185+ economies worldwide.
DPIIT is responsible for liaising with the World Bank Group in relation to the Business Ready (B-READY) project. We share the latest updates and relevant information with various Government departments and stakeholders related to this project.
Business Environment Assessment
The World Bank Group's B-READY project is a benchmarking exercise aiming to provide a quantitative assessment of the business environment for private sector development.
Assessment will be across 10 topics, covering the lifecycle of a business – Opening (Business Entry, Business Location) Operating (Utility Services, Labor, Financial Services, International Trade, Taxation, Dispute Resolution, Market Competition) and Closing (Business Insolvency) an enterprise.
Comprises the rules and regulations that firms must follow as they open, operate, and close a business.
Refers to both the facilities that governments provide directly or through private firms to support compliance with regulations.
Comprises both the ease of compliance with the regulatory framework and the effective use of public services.
Data is gathered through expert consultations for Pillars I, II, and III, along with firm-level surveys for Pillar III. Experts across India primarily provide insights on regulations and public services, with a particular focus on Delhi. While operational efficiency-related indicators under Pillar III are assessed nationwide using the World Bank Enterprise Surveys (WBES).

Pillars I, II, III
Refer to the collection of de jure information (that is, according to statutory laws and regulations) from experts who regularly deal with the relevant legal arrangements, public services, and institutions providing those services.
Pillar III
Refer to the collection of de facto measures (that is, reflecting practical implementation) from top managers and business owners of firms drawn from a representative sampling frame of operating establishments in an economy.
India is the part of Third report, expected to be released in late-2026. Data collection process of India from firm-level surveys began in January 2025. Data collection from experts began in December 2025.
