The Logistics Excellence, Advancement, and Performance Shield (LEAPS), spearheaded by the Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, is an initiative that recognizes and celebrates outstanding achievements in the logistics industry. LEAPS shines a spotlight on best practices and innovative solutions that are shaping the future of logistics. It aims to foster innovation, raise awareness about sustainability, ESG (Environmental, Social, and Governance) practices, and Green Logistics, while promoting collaboration between the government, industry, and academia to drive progress and efficiency.
Highlights of LEAPS 2024:
- 1. Emphasis on Inclusivity and Sustainability: LEAPS 2024 encourages broad participation from across the logistics value chain, emphasizing excellence in technology, sustainability, operational efficiency, and gender diversity.

Yes, applicants like Startups and MSMEs are allowed to participate in core logistics as well as special categories; however, they can also apply for maximum of two categories
Core logistics and Special categories
- 1. The applicant must be a company registered in India under the Companies Act of 2013 or a partnership firm registered under the Limited Liability Partnership Act of 2008.
- 2. The entity must possess all relevant trade-specific registrations, such as CE, GST Registration, etc.
- 3. The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2021-22, 2022-23, 2023-24 (provisional)).
- 4. The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2021-22, 2022-23, 2023-24 (provisional)).
Startups
- 1. The startup should be a DPIIT recognized startup. The entity must submit their certificate of incorporation or partnership deed.
- 2. The entity must have a hardware or software product or a process solution that is present in the market.
- 3. The entity must have all applicable trade or trade-specific registrations (Example: CE, FSSAI, MSME, GST Registration, etc.)
- 4. The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2021-22, 2022-23, 2023-24 (provisional)).
- 5. The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2021-22, 2022-23, 2023-24 (provisional)).
- 6. Entities registered in FY 2020-21 or later, need to provide the financial statements applicable for establishing and succeeding financial years.
MSMEs
- 1. The entity should be a recognized MSME entity (Udyam Aadhar). The entity must submit their certificate of incorporation or partnership deed.
- 2. The entity must have all applicable trade or trade-specific registrations (example: CE, MSME, GST Registration, etc.)
- 3. The entity, its promoters, or any of their affiliated entities must not have incurred any defaults in the last three fiscal years (FY 2021-22, 2022-23, 2023-24 (provisional)).
- 4. The entity must submit audited financial statements (balance sheet, profit & loss account) for the last three financial years (FY 2021-22, 2022-23, 2023-24 (provisional)).
- 5. Entities registered in FY 2020-21 or later, need to provide the financial statements applicable for establishing and succeeding financial years.
Institutions:
- 1. Institution must also be officially registered with the appropriate educational or governmental authorities.
- 2. This should include accreditation from national or regional educational bodies.
Note (Applicable to all Category): The entity should be in operations for at least 3 financial years.
Finalists maybe subject to a legal due diligence review by independent third-party evaluators. If the individual/ organization refuses to such a request, DPIIT holds the right to select the next highest scoring nominee as the award winner.
The last date to apply for LEAPS 2024 is 04th November 2024, 11:59 PM.
Core logistics and Special categories

Startups
- a.The startup must be recognized by DPIIT and must submit the Certificate of Incorporation or Partnership Deed.
- b.The entity must have a market-ready product or process solution (hardware or software).
- c.All applicable trade-specific registrations (e.g., FSSAI, MSME, GST Registration) are mandatory.
- d.The entity and its promoters must not have incurred financial defaults in the last three fiscal years.
- e.The entity must submit audited financial statements (balance sheet and profit & loss account) for the last three financial years.
MSMEs
- a.The MSME must be recognized under Udyam Aadhaar and must submit its Certificate of Incorporation or Partnership Deed.
- b.The entity must hold all applicable trade-specific registrations (e.g., GST Registration, MSME Registration).
- c.The MSME or its promoters must not have incurred financial defaults in the last three fiscal years.
